The project is funded by the British Government and implemented by the British Council, in conjunction with Severn Wye Agency  (UK), Centre for Alternative Technology (UK) and some local partners. It is a logical extension of the last year's project Energy Efficiency: Making a Difference  aiming  to persuade local communities in Ukraine of the benefits of low carbon, energy efficient utilities by enabling them to access EU and British schemes and expertise.
